I don't think they cared. They wanted to make Tygra the star from the get go.

In the OS he did (Trials), but not in the NS he lost to tygra again.

He didn't save the day 99% of time. In episode 25 and 26, it was Tygra (ACE), Panthro, and Kittens who saved the day.

Lion-o is the supportng character in this show.

It does matter who is better. There is a reason why the OS is still popular.
