how about this theory. she liked tygra since she was a kid (as attributed to the flower flashback), but she honestly thought for whatever reason that tygra didn't like her back. so she tried to move on with lion-o. but when she found out that tygra actually did like her back, she chose him.

so she could have genuinely liked lion-o, but liked tygra more and just didn't think he felt the same way. and she made the mistake of going to tygra first instead of lion-o, probably planning on telling him the next day or something.

we can all argue back and forth but the only logical explanation is that the writers messed up by rushing the love triangle which resulted in a very disorganized way.
