No, because he wanted her acknowledgement of the flower. Tygra didn't want lion-o to be with cheetara, because he thougth lion-o had no attachment to cheetara (flower).

Why did cheetara wait until the evening bell to see tygra?

Because Cheetara is a good person like per her actress said, not stirring the pot, so she allowed Tygra to kiss her. She will not hurt Tygra's feelings, Anet "Betrayal" prophecy is one of the reasons she went to Tygra:

1. To prevent the betrayal or "betrayal"
2. To actually say thank you to Tygra and that she's not forgetting his past good deeds to her
