She kissed him at the end for the sake of the "cliffhanger" ending. If she had kissed him before the story Lion-O wouldn't have seen it. If he had seen the kiss before She went into the flashback story it wouldn't have felt right narratively. It wouldn't have had the same impact on the viewers.
