You gotta think of the context of the whole episode.

Lion-O and Tygra had reached an understanding by the time they got out of the Astral Plane. They were mending fences and Tygra proclaimed he'd never betray him. Then Lion-O almost brags to Anet saying he was wrong and Tygra didn't betray him. Anet reminds Lion-O that the bell hadn't rang yet. Then he see's Tygra kissing the girl he likes.

He's still thinking about the conversation with Anet in his mind. So His first reaction was to blame Tygra.
