I think cheetar would be very cautious of not hurting lion-o. Without lion-o it is game over. She knew the prediction Annet gave her. She didn't know what happen in the AP as we know.

To me, if she wanted tygra, she would have kissed him after she said make her feelings more clear. She wouldn't have to kiss him for the thank you for the flower.
