In logical sense, she wouldn't. Heck the entire choosing thing is just not necessary, they can actually have a triangle without her having to actually choose, just make it gray. They have too much a bigger problem, obviously. It's not the the right time for a proper romance technically speaking, flirtations are fine but the real romance can wait until the kingdom is rebuilt, they should just make it like that and avoid all this mess.
