Tygra has alot of time to find out about Cheetara, but he did not do it or show interest in her until he saw Cheetara show interest to Lion-O.

And also If cheetara only thinks Lion-O as only a good friend then Jelenic will not say Love triangle between the brothers and cheetara. Because you cannot have a Love triangle if one of the pairing is just good friends, and she does not need to choose, or used the word choose in Ep 13 if she only sees Lion-O as just a friend or brother. As for how the show handles sibling relationship look at Wilykat and Kit that's living proof how they handled Borther/Sister or good friends relationship.
