IMO. If it's loose then that means it's used, complete or otherwise....you should charge less than what you paid at retail. otherwise, it sounds like a rip-off thing to me. unless all your charging is what it costs to mail it. These figures are still in retail and are not collectibles. not until they are discontinued and are no longer sold in stores. :)
